Highways of Russia - the system of highways of the Russian Federation includes highways of general use of federal, regional and local importance. It is managed by the authorities of one level or another, in accordance with the legislation.

In accordance with the Law "On Motor Roads ...", motor roads by value and ownership are divided into the following categories:

• Federal highways. The list of these roads is approved by the Russian Government. Are owned by the Russian Federation.
• Highways of regional and intermunicipal importance. The criteria for assigning roads to this category are approved by the constituent entity of Russia. They are owned by the constituent entities of Russia.
• Local roads. Roads within the boundaries of settlements (municipal district, urban district) that do not fall into other categories. They are owned by settlements.
• Private roads. Roads owned by individuals and legal entities.
